住宅の高断熱化と高効率設備によりできる限りの省エネルギーに努め、太陽光発電等によりエネルギーを創ることで、住宅の年間の一次エネルギー消費量の収支をゼロとすることを目指した住宅（ZEH）の新築・改修を支援します。
